The Chandigarh administration has gazetted the Chandigarh Abadi Deh (Record of Rights) Rules, 2026, creating a formal survey, ownership-determination and objection process for the city's erstwhile village abadi (settlement) areas, which have long lacked a clear ownership record. The process runs through Forms B, C, D and E, covering proposed ownership, objections, the final record of rights, and later mutations.
What this changes for a title check
Abadi deh land in Chandigarh's former villages has historically had no reliable record of rights, which means possession-based claims there have long been difficult to verify through documents alone. This notification gives title lawyers a concrete process to point to: once a property has gone through survey, Form B publication and any Form C objections, the resulting Form D record of rights becomes the first authoritative ownership document for that plot, and any later transfer should show up as a Form E mutation.
Until an individual property actually completes this process, a title check in a Chandigarh village abadi area still has to rely on possession, old revenue entries and any documents the family holds, but a lawyer can now advise a client to actively push for their property to be surveyed and entered, since a completed Form D record will be far stronger evidence than anything available today. The rules also validate past government surveys done under a collector's or administrator's direction, so those should not be dismissed as informal just because they predate this notification.
