Goa Chief Minister Pramod Sawant launched 'anywhere registration' on July 29, 2026, letting property buyers and sellers register a deed at any Sub-Registrar office in the state rather than only the office covering the property's location, using the National Generic Document Registration System (NGDRS). Goa becomes the third state to implement this NGDRS-based reform.
What this changes for a title check
For a title check, anywhere registration means a Goa property's registered sale deed may now be filed at a Sub-Registrar office far from the property itself, so a lawyer searching for a deed or checking encumbrances should search the statewide NGDRS database rather than assuming the relevant registration will only appear in the local taluka's registration office records. This is a genuine convenience gain for parties, but it also means encumbrance certificate requests and manual record searches limited to a single local Sub-Registrar's office risk missing a transaction that was validly registered elsewhere in the state.
Practically, anyone doing Goa property diligence should confirm their encumbrance certificate process and any local Sub-Registrar record search is actually pulling from the statewide NGDRS system, not just the office nearest the property, especially for transactions dated on or after the July 29, 2026 launch. Older transactions predating anywhere registration should still be tied to the property's local jurisdictional office as before.
