NA Plot Meaning: How to Verify an NA or Conversion Order (2026)

Last verified 28 Oct 2026 against the Maharashtra Land Revenue Code (Second Amendment) Bill, 2025 text (enacted as Act LVII of 2025), bhulekh.mahabhumi.gov.in, landrecords.karnataka.gov.in, iora.gujarat.gov.in, bhubharati.telangana.gov.in, the Andhra Pradesh Gazette text of Act No. 20 of 2025, and the Karnataka Land Revenue (Amendment) Rules, 2025 as summarised by law firms.

An NA plot is land whose legal use has been changed from agricultural to non-agricultural (NA), such as residential, commercial or industrial use. NA stands for "non-agricultural". To verify an NA plot, do three things:

  1. Get the order or permission that changed the land use.
  2. Check that its survey number, area and use match your plot.
  3. Confirm that the official land record shows the change.

A plot sold as "NA" with no order, or only an application, is still agricultural land in law.

This guide covers verification. For the full conversion process, fees and timelines, read our land conversion guide.

What does NA plot mean?

NA plot meaning, in one line: the government has allowed the land to be used for something other than farming. In Hindi searches, "NA plot kya hota hai" asks the same thing. Gujarat's iORA portal uses the Gujarati word "બિનખેતી" (bin-kheti, "not farming").

Why it matters:

  • Agricultural land is meant for farming. A house, shop or layout on it needs a change of use under the state's land revenue law.
  • Without that change, the planning authority will not approve the layout or building plan.

An NA order is not a layout approval. Conversion changes the land use. Cutting the land into plots needs a separate layout approval from the planning authority.

Karnataka now writes this into law for rural plots. Section 199B of its Gram Swaraj and Panchayat Raj Act, added in 2025, says a panchayat must not issue a new khata for building sites without a sanctioned layout plan.

NA plot vs residential plot vs R-zone

People mix up these three terms:

TermWhat it means
R-zone (residential zone)The planning use the Development Plan marks for the area. It is the plan's intention. It does not change your 7/12 by itself.
NA plotThe land's revenue status has changed from agricultural to non-agricultural.
Residential plot in an approved layoutNA land that also has an approved layout, with the plot shown in it.

Maharashtra changed how these connect. The 2025 amendment replaced section 42 of the Code. Now no Collector permission is needed where the use is "permissible under the draft or final Development Plan or Regional Plan". But the planning authority must collect a one-time premium before it grants development permission or approves a building plan. Only after that permission are "necessary changes ... effected in the revenue records".

So an R-zone alone is not NA. The record changes when development permission is granted.

Maharashtra: how to verify NA (old sanad or new regime)

What changed. The government issued the Second Amendment Act, 2025 on 31 December 2025 as Maharashtra Act No. LVII of 2025. It does three things:

  • Deletes sections 42A to 42D, the older "deemed conversion" provisions.
  • Deletes sections 44, 44A, 45 and 46.
  • Replaces section 47 with a one-time premium.

The Bill's statement of reasons describes the old system. The Collector assessed the dues and granted a sanad. Then "necessary entry of conversion to non-agricultural use" was made in the record of rights. That is why older sale deeds talk of an "NA plot with sanad".

The premium (as of 28 Oct 2026). It is a share of the current market value under the Annual Statement of Rates:

Land areaPremium
Up to 1,000 sq m0.1%
Above 1,000 and up to 4,000 sq m0.25%
Above 4,000 sq m0.5%

Land converted before the Act pays on the rates of an earlier year. See our ready reckoner explainer.

Verification steps:

  1. Ask for the document that fits the date.
    • For land converted under the old system: the Collector's NA order or sanad, and the challan for the dues.
    • For land developed under the new section 42: the planning authority's development permission or building plan approval, with the premium receipt.
  2. Pull the 7/12 and 8A. Mahabhulekh v2.0 at bhulekh.mahabhumi.gov.in gives the 7/12, 8A, property card and K-prat. The site is in Marathi only.
  3. Match the record to the order. Check the survey or gat number, the area converted and the use. Read the mutation (ferfar) entry that records the change. See our 7/12 and revenue records guide.
  4. Check the occupancy class. The amended section 42(2) says the occupancy status of land other than Class-I "shall not be altered merely because" development permission is given. Restricted-tenure land keeps its restrictions. Ask how they were cleared.

Karnataka: how to verify DC conversion

Land conversion in Karnataka sits in section 95 of the Karnataka Land Revenue Act, 1964. Law-firm summaries describe the Karnataka Land Revenue (Amendment) Rules, 2025 (Notification RD-LGP/6/2025, 17 September 2025), which add rules 106B to 106F:

  • Inside master plan zones, the planning authority issues a digitally signed conversion certificate. There may be no separate Deputy Commissioner (DC) order, so ask for that certificate.
  • Outside them, the DC decides. The summaries describe deemed approval after 30 days.

We could not fetch the gazette text. Check it for the exact rule before you rely on a certificate or on deemed approval. Our land conversion guide covers the process.

Verification steps:

  1. Go to landrecords.karnataka.gov.in. Under Land conversion Services it offers "View conversion request status" and "Download final Conversion orders". It also has a "Land conversion Disposed report".
  2. Download the final order yourself. Do not rely on a photocopy.
  3. Check the order against the RTC (pahani): survey and hissa number, extent converted, and the purpose allowed.
  4. For a plot, ask for the layout approval too. A DC conversion of farmland is not a layout.

Gujarat: how to verify NA permission

NA permission in Gujarat is granted under section 65 of the Gujarat Land Revenue Code, 1879. Applications run on iORA (Integrated Online Revenue Applications). Its services include:

  • "બિનખેતી પરવાનગી" (NA permission)
  • "બિનખેતી પ્રિમિયમ સાથે બિનખેતી" (NA with premium)
  • "પ્રિમિયમ ભરવા પરવાનગી" (permission to pay premium)
  • Digitally signed RoR (village form) copies

Verification steps:

  1. Get the NA order and the challans.
  2. Get a digitally signed RoR through iORA, or check the 7/12 on AnyROR. See our AnyROR guide.
  3. Match the survey number, area and use to the order.
  4. If the land is restricted (new) tenure, ask for the premium permission order too. iORA lists "permission to pay premium" as a separate service from NA permission.

Telangana and Andhra Pradesh

Telangana. The Bhu Bharati portal (bhubharati.telangana.gov.in) lists a service called "Issue of PPB / NALA Conversion - House Sites". To verify:

  • Ask for the conversion proceedings.
  • Check the land details on Bhu Bharati for the same survey number.
  • Check the Prohibited Lands list.

See our Dharani to Bhu Bharati guide.

Andhra Pradesh. The Andhra Pradesh Agricultural Land (Conversion for Non Agricultural Purposes) (Repeal) Act, 2025 (Act No. 20 of 2025) repealed the 2006 Act of the same name. It was published in the AP Gazette on 24 October 2025 and is deemed in force from 3 September 2025. A savings clause keeps action already taken under the old Act valid. During the Assembly debate, the minister said local bodies and urban development authorities already regulate land development (Deccan Chronicle).

For a plot converted under the old law, keep the old NALA proceedings. For new deals, ask the Tahsildar or the development authority what now applies.

What to match on any NA or conversion order

On the orderMatch it with
Survey / gat / hissa number7/12, RTC or pahani, and the sale deed schedule
Area convertedThe area you are buying. Is a part converted, or the whole?
Permitted useResidential if you plan a house. An industrial order does not cover house plots.
Name of the applicantThe owner in the title chain at that date
Conditions and datesAny condition to start use within a time limit
Fees or premium paidChallans or receipts
Record entryThe mutation entry that records the change. See property mutation.

Red flags on an "NA plot"

  • "NA is applied for." A receipt is not an order.
  • The order covers a different survey number or a smaller area than your plot.
  • Use mismatch. For example, a commercial or industrial order with residential plots sold.
  • No layout approval, only a conversion order, but the land is sold as plots.
  • The 7/12 or RTC still shows agriculture years after the claimed order, with no mutation entry.
  • Restricted-tenure land with no premium permission.

Frequently asked questions

What is the full form of NA in NA plot?

Non-agricultural. The land is allowed for uses other than farming.

How do I check an NA plot online?

  • Maharashtra: check the 7/12 and 8A on bhulekh.mahabhumi.gov.in.
  • Karnataka: download the final conversion order on landrecords.karnataka.gov.in.
  • Gujarat: get a digitally signed RoR through iORA.

Then match each record to the order.

Is a sanad still issued in Maharashtra?

The 2025 amendment removed the Collector's NA permission and sanad where the Development Plan or Regional Plan permits the use. Land converted earlier keeps its old sanad, so ask for it.

What NA plot documents are required to buy?

You need these:

  • The NA order or conversion certificate, or the development permission in Maharashtra
  • Fee or premium receipts
  • The current 7/12, RTC or pahani
  • The mutation entry
  • The layout approval
  • The title deeds and the encumbrance certificate

Can I get a bank loan on an NA plot?

Lenders set their own document lists, so ask yours first. Keep the conversion order, the layout approval and a clean title chain ready. A plot with only an "applied for" status is harder to finance.
