Property Valuation Report for a Bank Loan: What It Contains and What It Does Not

Last verified 28 Oct 2026 against the Reserve Bank of India (Commercial Banks – Credit Facilities) Directions, 2025 and (Commercial Banks – Credit Risk Management) Directions, 2025 (both dated 28 November 2025, which replaced the older housing finance and valuation circulars), SBI's terms and conditions for valuers, and IBBI's FAQs on registered valuers.

A property valuation report for a bank loan is a valuer's written opinion of what the property is worth today, prepared after a personal site visit, so the bank can decide how much it can safely lend. It usually states several values (fair market value, realisable value and distress sale value), explains how they were reached, and lists anything that may hurt the property's resale. It is not a check of ownership. Whether the seller has clear title is the job of the legal opinion, not the valuer.

Valuation report at a glance

QuestionShort answer
Who orders itThe lender, through a valuer on its approved (empanelled) list
Who prepares itA professionally qualified valuer, independent of the borrower and the property
Main outputFair market value, realisable value, distress sale value (names vary by bank)
Site visitRequired. SBI's terms say the valuer "shall personally visit the property"
What the bank does with itApplies the loan-to-value (LTV) limit to fix the maximum loan
What it does not doVerify title, encumbrances, court cases or the seller's right to sell
FormatEach bank prescribes its own format

What is a property valuation report? (meaning in plain words)

Property valuation report ka matlab: a report that says "this property is worth about this much, as of this date." Banks need it because a home loan or loan against property is secured by the property. If the loan fails, the bank must recover its money by selling that property.

RBI's Credit Risk Management Directions, 2025 say each bank's board-approved policy must cover the valuation of properties, including the empanelment of valuers. The valuation must be done by professionally qualified independent valuers, and the valuer must not have a direct or indirect interest. So the valuer is normally chosen from the bank's own list, not by the buyer.

What does a property valuation report contain?

Each bank uses its own format. As one published example, SBI's terms for valuers say the report "invariably includes":

ItemWhat it means for you
Fair Market Value, Realizable Value, Book Value and Distress Sale Value, "and difference in the values should be explained"The report gives several numbers, not one
The manner in which the valuer arrived at the valuationMethod and comparable rates used
All factors that increase or decrease the valueRoad width, frontage, age of building, amenities
Factors that may hurt "the market price or easy marketability" now or in futureFor example a planned road widening or an access problem
A rough sketch with nearby landmarks, and photographs identifying the boundaries and surroundingsProof of what was inspected
Whether the property is "in actual possession of the applicant / borrower and whether anyone else has any interest in the property"A possession and occupancy note, not a title opinion
A certificate that the valuer personally visited the propertySite visit is mandatory

SBI also says valuation "must be based on prevailing market rates," and any departure must be explained. Reports for the same area by different valuers "should compare and not widely differ."

Ask your bank for its format if you want to see the fields in advance. When you get the report, check that its property description (survey or plot number, boundaries, extent, built-up area) matches your sale deed.

Market value, realisable value and distress value: what is the difference?

ValuePlain meaning
Fair market valueThe price a willing buyer and a willing seller would agree on today, in normal conditions
Realisable valueWhat the bank expects to actually receive if it sells, after practical deductions
Distress (forced) sale valueWhat a quick sale under pressure, such as a bank auction, might fetch. It is usually the lowest figure
Book valueThe value in the owner's books, mainly relevant to business assets

The valuer must explain why the values differ. The distress value gives the bank a view of a worst-case sale.

Who can prepare a property valuation report?

Three different things are often mixed up:

  1. Bank-empanelled valuer. For a home loan, the bank sends a valuer from its approved panel. Each bank sets minimum qualifications for its panel. RBI has long pointed banks to the qualifications prescribed under Section 34AB of the Wealth-tax Act, 1957 (Rule 8A) as a reference.
  2. IBBI registered valuer. Under the Companies (Registered Valuers and Valuation) Rules, 2017 (made under section 247 of the Companies Act, 2013), the Insolvency and Bankruptcy Board of India (IBBI) registers valuers in three asset classes: Land and Building, Plant and Machinery, and Securities or Financial Assets. From 1 February 2019, only registered valuers can do valuations required under the Companies Act and the Insolvency and Bankruptcy Code. IBBI's FAQ adds that any valuer "may continue to render valuation services under any other law which has not stipulated requirement for valuation to be undertaken by a registered valuer."
  3. "Govt approved valuer". People use this phrase loosely. Ask which list the valuer is on: the bank's panel, IBBI's register, or another authority's list.

Can a CA give a property valuation report? Not as an IBBI registered valuer for Land and Building on the strength of a commerce degree alone. IBBI's FAQ says a commerce graduate cannot register in that class even with more than five years of valuation work. The applicant needs a qualification listed for Land and Building in Annexure IV of the Rules, such as a civil engineering degree or a postgraduate qualification in real estate valuation, plus the required experience after it.

How does a bank use the valuation? The LTV limit

The bank does not lend the full value. For commercial banks, the RBI (Commercial Banks – Credit Facilities) Directions, 2025 (paragraph 111) cap individual housing loans by loan-to-value ratio:

Loan amountMaximum LTV
Up to ₹30 lakh90%
Above ₹30 lakh and up to ₹75 lakh80%
Above ₹75 lakh75%

The same Directions (paragraph 113) say a bank shall not include stamp duty, registration and other documentation charges in the cost of the property, so the LTV limit is not diluted. The exception is a house or dwelling unit costing up to ₹10 lakh, where the bank may add these charges. Wherever land is accepted as collateral, it must be valued at the current market price only (paragraph 100).

RBI's Credit Risk Management Directions, 2025 also say a bank must get at least two independent valuation reports for properties valued at ₹50 crore or above. For a typical home, one report is normal.

These Directions replaced RBI's older Master Circular on Housing Finance on 28 November 2025. Housing finance companies and co-operative banks follow their own RBI directions, and some limits differ. Check the current version on rbi.org.in (Notifications → Master Directions) before you rely on these limits.

Valuation vs circle rate vs market value vs legal opinion

This is where most buyers get confused. These four documents answer four different questions.

Valuation reportCircle rate / guideline valueAgreed market priceLegal opinion / title report
Question it answersWhat is this property worth today? What is the government's minimum rate for stamp duty? What did buyer and seller agree?Does the seller own it, and can it be mortgaged safely?
Who sets itValuer after a site visitState government, by areaThe partiesAdvocate, after reading the documents and records
Based onSite inspection, comparable sales, construction costPublished rate tablesNegotiationTitle deeds, EC, revenue records, court searches
ChangesWith each inspectionWhen the state revises ratesPer dealWhen new documents or cases appear
Proves ownership?NoNoNoIt is the document that addresses title

The circle rate explainer covers how states set those rates. A valuation can sit above or below the circle rate. A valuation below the agreed price can mean the bank gives a smaller loan than you planned.

A valuer's note that the borrower is in possession is not a title check. A valuer can photograph a well-kept house that the seller does not legally own. The legal opinion traces the chain of title and checks for mortgages, so you need both. See our guide to legal opinion format and cost and the types of property reports.

Red flags in a valuation report

  • The address or survey number differs from the sale deed. The valuer may have inspected a different plot.
  • Built-up area is far larger than the approved plan. Extra floors may be unapproved.
  • No photographs of boundaries, or the sketch does not match the site.
  • "Possession: third party" or tenant noted when the seller said it was vacant.
  • Marketability concerns such as no direct road access or a planned road widening.
  • A value that is much higher than nearby sales, with no explanation. SBI's terms expect reports for the same area to "compare and not widely differ."

How long is a property valuation report valid?

We found no single national validity period. Each bank's board-approved policy sets how recent a report must be. If your loan is delayed by months, expect the bank to ask for a fresh report.

How do I get a property valuation report?

  • For a home loan: The bank arranges it through its empanelled valuer. Check the sanction letter for who pays the valuation fee. Be present at the site visit with your documents.
  • For your own decision, or for tax, family partition or a visa file: You can hire a valuer yourself. Ask the authority that will read the report (the tax office, embassy or court) which qualification it accepts.
  • Bring these to the site visit: sale deed or agreement, approved building plan, property tax receipt, and the latest revenue record.

Frequently asked questions

What is a property valuation report?

A valuer's signed report of the property's value on a given date, based on a site visit. It usually gives fair market value, realisable value and distress sale value, with the method and the factors that raise or lower value.

Who prepares the valuation report for a bank loan?

A valuer on the bank's empanelled list. RBI asks banks to use independent valuers with no direct or indirect interest in the property.

Is the bank valuation the same as the market value?

Not exactly. The report states a fair market value, but the bank also looks at realisable and distress values, then applies the LTV limit.

Is a valuation report the same as a legal opinion?

No. The valuation covers worth and marketability. The legal opinion covers title, encumbrances and the right to sell or mortgage. Banks need both.

Does the bank include stamp duty in the property cost for the loan?

Not as a rule. RBI's Credit Facilities Directions, 2025 say commercial banks shall not add stamp duty, registration and documentation charges, except for a dwelling unit costing up to ₹10 lakh.

Can I see the bank's valuation report?

Ask your branch whether it will share a copy. Each bank follows its own board-approved policy.

The short version

The valuation report tells the bank what the property is worth. It does not tell you whether the seller can sell it. Read the valuation and the title report side by side before you sign. If you want the title side checked, you can order a title search or legal opinion on legiscore.in.
