Property Verification in Ahmedabad: What a Lawyer Checks Before You Buy

Last verified 28 Oct 2026 against garvi.gujarat.gov.in (Inspector General of Registration, Gujarat), anyror.gujarat.gov.in and iora.gujarat.gov.in (Revenue Department, Gujarat), ahmedabadcity.gov.in (Ahmedabad Municipal Corporation), auda.org.in (Ahmedabad Urban Development Authority), gujrera.gujarat.gov.in, Gujarat Bill No. 18 of 2026 (Gujarat Government Gazette, 18 March 2026), and reports on the Disturbed Areas Act and Gujarat land tenure by Drishti IAS, BOOM, Bar & Bench, DeshGujarat and LiveLaw.

Property verification in Ahmedabad means checking the registered deeds and Index-2 on Garvi, the 7/12 or property card on AnyRoR, the AMC tax record and the AUDA or AMC planning status, and GujRERA for new projects, before you pay. Two Gujarat-specific checks need special care: whether the property sits in a notified Disturbed Area, where the Collector must approve the sale, and whether farmland is on new (restricted) tenure, which needs government permission to transfer. A property verification lawyer pulls these records together and gives you a written title report, often called a title clearance certificate.

What does a property verification lawyer in Ahmedabad check?

A complete title check answers five questions:

  1. Does the seller own it? The chain of registered sale deeds, read with the Index-2 entries, should end with the seller. See what a 30-year title search report covers.
  2. Do the land records agree? The seller should appear on the 7/12 (for agricultural land) or the property card (for city survey land). Our AnyRoR guide shows how to read them.
  3. Is the land free to transfer? Tenure, NA permission and any Disturbed Areas restriction come here.
  4. Is it free of loans and charges? The EC and the registered entries, plus a closure letter for each old loan.
  5. Is the building approved? TP scheme plot, development permission and BU (building use) permission.

How do I verify a property online in Ahmedabad? Step by step

  1. Search the registry on Garvi. Open garvi.gujarat.gov.in. Under Online services, use Search property and Index2 details for the seller's deed and each earlier deed.
  2. Order certified copies. Garvi links to Online certified Index2 (IORA), Online certified EC (IORA) and Online certified document copy (IORA). iORA's own notice says computerised Index-2 copies are now available only through the iORA portal (circular dated 31 December 2022).
  3. Pull the 7/12 or the property card. On anyror.gujarat.gov.in, use View Land Record - Rural for the 7/12 utara and 8A, or View Land Record - Urban for city survey records. Read every mutation entry, not just the current holder.
  4. Check the jantri rate. Garvi's Jantri rate and Market value tools show the government rate used for stamp duty. A price far below it needs an explanation. See our circle rate explainer.
  5. Check AMC tax. On ahmedabadcity.gov.in, use Property Tax Dues and Tax Bill Display, and ask the seller for a Tax Due Certificate.
  6. Check planning status. In the AUDA area, auda.org.in lists TP Scheme, the Revised Development Plan 2021, Plot Validation and Non TP Opinion. Inside AMC limits, ask for the development permission (rajachitthi) and BU permission.
  7. For a new flat, check GujRERA. Search the project on gujrera.gujarat.gov.in. See how to verify RERA registration.

Ahmedabad-specific pitfalls

Disturbed Areas Act

The Gujarat Prohibition of Transfer of Immovable Property and Provision for Protection of Tenants from Eviction from Premises in Disturbed Areas Act, 1991, usually called the Disturbed Areas Act, applies in notified areas of Ahmedabad and other cities. In a notified area, the District Collector's sanction is required to sell or transfer property. As reported by Drishti IAS (14 October 2020), the 2020 amendment widened "transfer" to include leases and barred registration of property in a disturbed area without the Collector's prior sanction. Drishti IAS and BOOM both report the penalty under that amendment as 3 to 5 years' imprisonment and a fine of ₹1 lakh or 10% of the jantri value, whichever is higher.

The law keeps changing, so check the version in force on the date of your deal:

  • Court challenge. Petitions against the 2020 amendment are before the Gujarat High Court. On 20 January 2021 the court restrained the state from issuing new notifications under one amended clause, Section 3(1)(ii) (Bar & Bench).
  • 2026 amendment. The Gujarat Assembly passed a further amendment on 25 March 2026. It renames "disturbed areas" as "specified areas" and adds a Monitoring and Advisory Committee that advises the state on which areas to notify. When the state notified the amendment in July 2026, DeshGujarat reported that it would come into force on a date to be notified separately. Check the Gujarat Government Gazette for its commencement.

What to do: Ask the lawyer to confirm, in writing, whether the property's area is notified as a disturbed or specified area. If it is, the sale needs the Collector's sanction before registration. Do not accept a power of attorney or agreement in place of it.

New tenure (restricted) land

Gujarat land records distinguish old tenure and new (restricted) tenure land. LiveLaw describes new tenure land as "agricultural land which is subject to specific restrictions on its transfer," which needs government approval before it can be transferred. Selling agricultural land to a non-agriculturist needs conversion to non-agricultural use "with the permission of the collector" after payment of premium. iORA lists online applications for premium payment permission (પ્રિમિયમ ભરવા પરવાનગી) and NA permission (બિનખેતી પરવાનગી).

What to do: Read the tenure entry on the 7/12. For any plot carved out of farmland, ask for the NA order and the premium receipt.

Buying agricultural land

iORA issues a farmer status certificate (ખેડૂત ખરાઇ પ્રમાણપત્ર) and handles permission to buy land (જમીન ખરીદવા પરવાનગી). If you plan to buy farmland near Ahmedabad, check your own eligibility with a lawyer before you pay a token.

Land grabbing complaints

The Gujarat Land Grabbing (Prohibition) Act, 2020 has its own online application route on iORA. If the seller is not in possession, or someone else occupies the land, raise it with your lawyer before you proceed.

Residential plot in Ahmedabad: TP scheme and final plot numbers

In TP scheme areas, the survey number in old deeds may not match the plot number used in the scheme records. Ask the lawyer to tie the two together through the TP scheme record, and use AUDA's Plot Validation where it applies.

Ahmedabad red flags: stop and check

  • The seller does not appear on the 7/12 or property card.
  • A 7/12 tenure entry shows new or restricted tenure, with no permission on file.
  • The area is a notified Disturbed Area and no Collector sanction is shown.
  • A converted plot has no NA order or premium receipt.
  • The building has no BU permission.
  • AMC tax is in a different name, or dues are unpaid.
  • A new project has no GujRERA registration.
  • The price is far below the jantri rate with no reason.

What is a title clearance certificate in Ahmedabad?

Buyers and banks use "title clearance certificate" for a lawyer's written report that the title is clear and marketable. It is the same family of document as a title search report or legal opinion. It should list the documents and records searched, the search period, every gap found, and what is needed to cure each gap.
