Bhulekh Odisha and Bhu Naksha Odisha: How to Check RoR, Khatian and Plot Map

Last verified 28 Oct 2026 against bhulekh.ori.nic.in (RoR search form, a live RoR view and the session time-out page), bhunakshaodisha.nic.in, odisharevenueservices.nic.in (Land Record Services, Fee Structure and procedure PDFs), the Kendujhar district website, igrodisha.gov.in and rera.odisha.gov.in.

For bhu naksha Odisha and land records Odisha, there are two official NIC portals: Bhulekh (bhulekh.ori.nic.in), the "Land Records Web Portal of Odisha", for the RoR or khatian, and BhuNaksha Odisha (bhunakshaodisha.nic.in) for the plot map. Bhulekh opens on a Select Location for RoR form: choose district, tahasil and village, then search by Khatiyan, Plot or Tenant. The online RoR is for checking. For a bank, a court or registration, get a certified copy from the Tahasil.

One thing most guides miss: on 28 Oct 2026, BhuNaksha Odisha listed only three districts: Kalahandi, Sundargarh and Nuapada. For other districts, buy the cadastral map sheet online at ₹300 per sheet (details below).

What is Bhulekh Odisha?

Bhulekh is the Odisha government's land records web portal, built by the National Informatics Centre (NIC), Bhubaneswar. Its home page opens on the Select Location for RoR form. The top menu has Contact Us, Help, FAQ and User Manual. The side buttons include Map View, Payment of Land Revenue, RCCMS and View Plot Details by Unique Plot Id. The two login buttons are for departmental users and for Revenue Inspectors. You do not need an account to view an RoR.

The Record of Rights (RoR) in Odisha is the khatiyan (also written khatian or khata). It records who holds the land, on what right, what rent and cess is due, and every plot on that khata.

How to check RoR on Bhulekh Odisha: step by step

  1. Open bhulekh.ori.nic.in. The page opens on the Select Location for RoR form.
  2. Choose the location. Select the district, the tahasil and the village. The RI Circle fills in by itself. The names are in Odia script, even after you click English: Cuttack shows as କଟକ and Angul as ଅନୁଗୋଳ. Keep the Odia name of your village handy.
  3. Pick a search mode. Choose Khatiyan (khata number), Plot (plot number) or Tenant (the holder's name).
  4. Select the record from the list the portal shows, and click View RoR.
  5. Read both sides. The front shows the holder, right and dues. The plot schedule lists each plot, its kisam, area and boundaries.
  6. Save or print for your file. Treat it as a working copy, not a certified one.

Tip: do not use the browser Back or Refresh buttons. Bhulekh ends the session if you do. Its error page lists Back, Forward or Refresh, multiple clicks, and a long idle period as the reasons. Start again from the home page.

Land record Odisha online by name

Choose Tenant as the search mode and pick the name from the list. Spellings vary in Odia, so try the father's name or the village's other spellings if you do not find it. Once you find the khatiyan, note its number. Then search by Plot as well, and confirm the plot leads to the same khatiyan. Read every name in column (2): co-sharers are listed there.

How to read an Odisha RoR (khatian)

The public RoR is printed as "Schedule I, Form No. 39-A". The headings are in Odia. Here is what each one means.

  2. Select District, Tehsil, RI (Revenue Inspector circle), Village and Sheet No.
  3. Type the plot number in the search box, or click the parcel on the map.
  4. Open Plot Info to see the parcel details. You can switch the base layer to Google or Bing imagery.

The portal's own note says the maps are "for the purpose of viewing only" and are not meant for any legal use. Neither NIC nor the Revenue & Disaster Management Department takes responsibility for the data's accuracy.

Bhu naksha Odisha village map: what if my district is not listed?

On 28 Oct 2026 the district list on BhuNaksha Odisha showed only Kalahandi, Sundargarh and Nuapada. If your land is elsewhere, buy the official cadastral map sheet:

  1. Go to odisharevenueservices.nic.in and click Land Record Services.
  2. Choose Sale of Cadastral Maps, then Apply for Cadastral Map(s) of village(s).
  3. Enter your name, email and mobile number, and verify the OTP.
  4. Fill your details, then the district, tahasil, village and sheet number. Use "+ Add" for more sheets.
  5. Submit. Note the Application Number.
  6. Pay ₹300 per sheet through the iFMS (Treasury) portal and save the Acknowledgement-cum-Payment Receipt.

The procedure says to approach the District Office with this receipt if needed. For other states, see our state-wise bhu naksha guide.

Certified RoR copy in Odisha

The online RoR is a viewing copy. When a bank or office asks for a certified RoR, it means a copy attested by the Tahasil. Kendujhar district's official page describes one route: download the application form from the e-District portal and submit it at the nearest Common Service Centre (CSC). It says the service runs in all 14 Tahasils of that district. Fees and timelines were not stated on that page, so confirm them with your Tahasil or CSC.

Mutation and other land services in Odisha

The Revenue & Disaster Management Department's portal, odisharevenueservices.nic.in, lists these services with their ORTPS time limits.

ServiceTime limitFees (Fee Structure page)
Mutation (uncontested)7 daysApplication ₹10, user fee ₹80, demarcation ₹20 per plot, speed post of RoR ₹40
Change of land use (conversion)60 daysApplication ₹10, user fee ₹80, demarcation ₹20 per plot, speed post ₹40, notice ₹20
Partition on mutual agreement180 daysUser fee and speed post charged per co-sharer
Demarcation for a private individualNot stated₹800 per plot
Mutation appeal30 daysApplication ₹10
Land revenue payment (e-Pauti)—No fee (odishalandrevenue.nic.in)

For mutation, the procedure PDF says you enter the tahasil, village, khata number, plot number and area, upload the registered sale deed, and pay online through the Odisha Treasury portal. The Tahasildar then institutes the case after checking the documents, and you get an SMS. See our general mutation guide.

What to check before buying land in Odisha

  1. The seller is in column (2). The tenant's name on the RoR must match the seller. Every co-tenant must join the sale.
  2. Mutation after the final publication date. If the seller bought after the RoR's final publication date, ask for the mutation order. An RoR that still shows the old holder means the chain is incomplete.
  3. The caste entry in column (2). Odisha's revenue services portal lists a service under Section 23 of the Odisha Land Reforms (OLR) Act to restore land to SC/ST holders where it was transferred in breach of Section 22. It also lists eviction of persons in unauthorised occupation of SC/ST land under Section 23A, and of ST land in Scheduled Areas under Clause 3A of Regulation 2. If the holder is SC or ST, take legal advice on the permission rules before you pay anything.
  4. Kisam fits your use. If you plan to build on agricultural land, check conversion (change of land use). See agricultural to non-agricultural conversion.
  5. Column (6) and plot remarks. Read any special remark or order before anything else.
  6. Area and boundaries. Match the acres and decimals with the deed, and the chouhaddi with the site and the map.
  7. Registered deals and loans. The RoR does not list registered sales or mortgages. Get an EC from IGR Odisha. See our Odisha encumbrance certificate guide.
  8. Court cases. Search eCourts by the seller's name and the plot. See how to check pending court cases.
  9. Flats and project plots. Check the project on ORERA (rera.odisha.gov.in). See our RERA verification guide.

Red flags on an Odisha RoR

What you seeWhy it matters
A name in column (2) that is not the sellerThe seller may not hold the land, or mutation is pending
More co-tenants than the seller told you aboutEvery co-tenant must join the sale
SC or ST in the caste entryTransfer rules under the OLR Act may apply
An entry in column (6) or the plot remarksThere may be a restriction or an order
A kisam that does not match the useConversion may be needed before you build
Area or plot number differs from the deedYou may be buying a different or smaller plot

For the full sequence, use our property due diligence checklist. A 30-year title search report ties the RoR, EC and court checks together.
