How to Get an Encumbrance Certificate in Kerala Online [2026 Guide]
In short (2026): Apply on the Registration Department's PEARL portal (pearl.registration.kerala.gov.in) under Certificates > Application for Encumbrance Certificate. Pay online (e-payment only). The Sub-Registrar's office runs two independent searches, matches them, and issues a digitally signed PDF you download from Application Status/Download. The department's own SOP gives a minimum of 3 working days for digitised periods and 14 working days for non-digitised periods. Priority processing costs double the normal fee. The fee itself is calculated by the portal from your search period, so ignore any fixed fee table you see online.
This guide covers the exact PEARL steps, the one survey-number mistake that produces a wrong "nil" EC in Kerala, what the EC can and cannot tell you, and how to read Form 15 against Form 16.
How do I apply for an encumbrance certificate in Kerala online?
The steps below follow the Registration Department's own Issue of Encumbrance Certificate: Standard Operating Procedures (SOP_EC_2024, published on the PEARL portal).
- Open PEARL. Go to pearl.registration.kerala.gov.in and select Certificates > Application for Encumbrance Certificate.
- Verify yourself. Enter the captcha and the OTP sent to your mobile number. Every later update arrives by SMS on this number, so use one you control.
- Enter applicant and document details. Fill in your address and the details of the deed you are searching from. Save each section before moving on.
- Enter the property details exactly as the original document states them. If you take the survey number from the land tax receipt instead, the SOP asks you to enter the resurvey number with the block number and the old survey number. This is the step most applicants get wrong (see the next section).
- Select the area unit. The form offers FPS (foot-pound-second, for cents and acres) or MKS (metre-kilogram-second, for ares and square metres). Match the unit in the deed.
- Enter the search period. For a purchase, cover at least the full title chain you are relying on (see 13-year vs 30-year title chain).
- Choose priority or normal. Priority processing is charged at double the normal fee.
- Choose the certificate language. Malayalam or English.
- Submit and pay online. The application goes to the Sub-Registrar Office (SRO) and cannot be edited after submission. Payment is e-payment only.
- Watch for SMS. You receive a transaction ID on submission. The SRO sends an SMS if your details do not match its records, and another if it finds additional ownership during the search, in which case you must remit an additional fee before the EC is issued.
- Download. When the SMS says the certificate is ready, open Application Status/Download on PEARL, enter the transaction ID and download the digitally signed certificate.
The SOP lists a WhatsApp help desk for the Registration Department: 854 7344357.
What happens inside the Sub-Registrar Office
The SOP also publishes the internal workflow, and it explains the turnaround time. One clerk performs the first search. A second clerk performs an independent second search. The two results are compared in a verification window. If they differ, both searches are repeated. Only matching results move to EC generation, where the Head Clerk, Junior Superintendent or Sub-Registrar generates the certificate and applies the digital signature.
That double search is a real safeguard against a missed entry. It is also why an EC for an older, non-digitised period takes at least 14 working days: the clerks search physical index registers, not a database.
Why does my Kerala EC show nil when I know the property was sold?
The most common cause is a survey-number mismatch, not a clean history.
Kerala land carries two survey identities. Older deeds quote the old survey number. Land re-surveyed by the state carries a resurvey number inside a block, and the Ente Bhoomi digital resurvey is now issuing fresh numbers village by village. The SRO searches the registers against the description you entered. If you give only the new resurvey number for a period when every deed quoted the old one, the clerks search the wrong index entries and the EC can come back nil for a property that changed hands.
How to avoid it:
- Take the property description from the original deed first, as the SOP asks.
- If you work from a tax receipt, enter the resurvey number, block number and old survey number together.
- For a long search period, check the old-to-new survey correspondence with the village office before you apply.
- Be careful with digitally re-surveyed villages. Land Conflict Watch reported in 2025 that the digital resurvey found discrepancies between resurvey measurements and village records in about 40 percent of cases. A changed extent on the new record is a question to resolve before you pay, not after.
A nil EC is only as good as the description it was searched against. If a nil result surprises you, read our guide on an EC gap year: genuine nil or a missing record.
Form 15 or Form 16: which one will I get?
You do not choose the form. The result decides it.
| Form | When it is issued | What it means |
|---|---|---|
| Form 15 | One or more registered documents were found in the search period | Lists each document: date, document number, nature (sale, mortgage, gift, release, partition), parties and extent |
| Form 16 | No registered document was found in the search period | A "nil encumbrance" certificate for that period and that property description |
Form 15 is not bad news on its own. A completed sale or a mortgage that was later released both appear in Form 15. What matters is whether every mortgage has a matching release and whether the chain of sellers is unbroken. Older guides (including an earlier version of this page) described Form 15 and Form 16 as urban and agricultural versions. That is wrong. See Form 15 vs Form 16 encumbrance certificate for the full comparison.
What a Kerala EC cannot show you
An EC is an extract of the registration registers. Anything that was never registered at an SRO is invisible to it, however careful the double search is.
| Risk | Why the EC misses it | Where to check instead |
|---|---|---|
| Pending civil suit (lis pendens) | A plaint is filed in court, not registered at an SRO | eCourts and the district court; see lis pendens explained |
| Mortgage by deposit of title deeds | An equitable mortgage under s.58(f) of the Transfer of Property Act needs no registered document | Ask for the original deeds; search CERSAI; see check a property for a mortgage or lien |
| Unregistered agreement for sale or GPA | Not registered, so not indexed | Seller's declaration; local enquiry |
| Revenue status (thandaper, tax, mutation) | Revenue records sit with the Revenue Department, not Registration | Village office and Ente Bhoomi; see property mutation explained |
| A sale registered under a different survey description | The search runs against the description you supplied | Search with old and resurvey numbers together |
This is why banks never sanction a loan on the EC alone. See property due diligence for home loans.
How much does a Kerala EC cost?
Third-party guides print fee tables that contradict each other. We found at least three different tables on 21 October 2026, and none cited a government notification. Our own earlier version of this page also printed a table we could not verify, and we have removed it.
What the Registration Department's SOP confirms:
- The fee depends on the search period and is calculated on the portal before payment.
- Priority processing costs double the normal fee.
- If the SRO finds additional ownership during the search, you pay an additional fee before issue.
- Payment is e-payment only.
Check the amount on PEARL before you pay. It is the only figure that binds.
How long does it take?
| Search period | SOP minimum |
|---|---|
| Digitised period | 3 working days |
| Non-digitised period | 14 working days |
These are minimums, not guarantees. A mismatch SMS (step 10) restarts the clock once you correct the details.
How to read the certificate you download
- Header: SRO name, search period and the property description searched. Confirm the description matches the deed, including old and resurvey numbers.
- Entries (Form 15): For each document, check the executant and claimant. The claimant of one sale should be the executant of the next.
- Mortgages: Every mortgage entry needs a later release or receipt entry. An unmatched mortgage is a live charge.
- Gaps: A long run with no entries in a fast-growing area deserves a second look at the description.
- Digital signature: The PDF carries the signing officer's digital signature. Keep the PDF itself, not a printout, as your record.

Where LegiScore fits
PEARL gets you the EC. It does not tell you whether the EC, the deeds and the revenue records agree. LegiScore reads the documents you upload, including the Kerala EC, and flags the patterns that matter: an unreleased mortgage, a break in the executant-claimant chain, or a description that does not match the deed.
For Kerala, LegiScore's automated government searches today cover the Fair Value (land guideline value) register and K-RERA projects. The EC itself comes from PEARL, so apply there first and then upload it. Litigation checks run through eCourts; see check pending court cases on a property. Each report goes through three human-review checkpoints and ends in a credit-style Legal Property Score from AAA to C.

Frequently Asked Questions
How do I get an encumbrance certificate in Kerala online?
Apply on pearl.registration.kerala.gov.in under Certificates > Application for Encumbrance Certificate, verify by OTP, enter the property and search period, pay online, and download the digitally signed PDF from Application Status/Download when the SMS arrives.
How many days does a Kerala EC take?
The Registration Department's SOP gives a minimum of 3 working days for digitised periods and 14 working days for non-digitised periods. Priority applications cost double the normal fee.
Is the PEARL EC valid without a seal or signature on paper?
The SOP states that the Sub-Registrar, Superintendent or Head Clerk applies a digital signature and issues a digitally signed certificate. Keep the downloaded PDF as your record.
Why did my Kerala EC come back nil?
Usually because the property was searched under the wrong survey identity. Enter the description from the original deed, or the resurvey number with block and old survey number together, as the SOP asks.
What is the difference between Form 15 and Form 16 in Kerala?
Form 15 lists registered documents found in the search period. Form 16 is a nil encumbrance certificate, issued when no registered document is found. They are not urban and agricultural versions.
Can anyone apply for a Kerala EC, or only the owner?
Anyone who has the property and document details can apply. Buyers, lenders and advocates routinely do.
Does a nil EC mean the property is safe to buy?
No. A nil EC shows only that no registered document was found against the description searched. It cannot show a pending suit, a mortgage by deposit of title deeds, an unregistered agreement or the revenue status. Check those separately before you pay an advance; our property due diligence checklist lists each step.
