EC Online for Other States: Delhi, Bihar, Goa, Assam, Jharkhand, Chhattisgarh, Uttarakhand, Himachal and J&K
Last verified 28 Oct 2026 against the Delhi Revenue Department (revenue.delhi.gov.in), NGDRS Delhi and DORIS, Bihar's eNibandhan and Bhumijankari portals, the Goa Registration Department and NGDRS Goa, Assam Sewa Setu, JharNibandhan, NGDRS Chhattisgarh, the Uttarakhand Stamps and Registration Department, the J&K Revenue Department and NGDRS J&K, and press reports (The Tribune, PTI) of Himachal's My Deed launch.
Only some of these nine states offer an online EC. Assam gives a non-encumbrance certificate fully online on Sewa Setu. Bihar's eNibandhan portal has an Encumbrance Certificate service. Delhi gives a non-encumbrance certificate through the Revenue Department and a deed e-Search on NGDRS. Goa issues its Nil EC at the taluka Sub-Registrar office. For Jharkhand, Chhattisgarh and Himachal Pradesh, we found no public online EC service on the official portals on 28 Oct 2026. J&K has listed the EC for online delivery, but we found no live public link.
If your property is in Andhra Pradesh, Telangana, Karnataka, Kerala, Tamil Nadu, Maharashtra, Gujarat, Madhya Pradesh, Odisha, Punjab, Haryana, Rajasthan, Uttar Pradesh or West Bengal, use our state guides linked at the end.

Delhi: non-encumbrance certificate and deed e-Search
Delhi has two different checks, and you usually need both.
1. Non-Encumbrance certificate (Revenue Department). The Department of Revenue, GNCTD, lists it under Certificates:
- Issued by: the SDM of your area or the Deputy Commissioner's office.
- Apply: at the office (10 am to 1 pm on working days) or online on e-District (edistrict.delhigovt.nic.in).
- Documents: plain-paper application; original ownership proof (sale deed or GPA); self-attested ration card with a Delhi address; your affidavit that the property is free of encumbrances; an affidavit from two advocates; and the letter from the authority that wants the certificate.
- Fee: "NO FEE Required."
- Time: issued in 21 days.
This certificate rests on the affidavits you file. It is not a search of the deed register.
2. Registered-deed e-Search (NGDRS Delhi). The DORIS site says all Sub-Registrar offices have migrated to NGDRS. NGDRS Delhi (ngdrs.delhi.gov.in) offers two searches: Citizen e-Search, DORIS period (before January 2024) and Citizen e-Search, NGDRS period (after January 2024). Run both, or you can miss recent or older deeds.
Bihar: eNibandhan and Bhumijankari
- eNibandhan (enibandhan.bihar.gov.in) has an Encumbrance Certificate service tile next to Certified Copy. It opens behind a login.
- Bhumijankari (bhumijankari.bihar.gov.in) offers View Land Transaction, Search By Serial No., Search By Party Name, Advance Search and View Web Copy.
Watch the date limit. Bhumijankari's own notice says its registered-document data runs only up to 15 December 2024. Documents registered after that are in the eNibandhan certified-copy module. For a recent purchase chain, search both portals. We did not find an official EC fee table, so check the fee on eNibandhan.
Goa: Nil Encumbrance Certificate from the Sub-Registrar
The Goa Registration Department lists the Nil Encumbrance Certificate under Public Services:
- Fill the Application for Nil Encumbrance Certificate with the property details.
- Pay fees by the number of years searched.
- The office searches the Mortgage Index.
- If the property is not mortgaged, it issues a Nil EC.
Fees: certificate ₹100; ₹20 per year; folios ₹10. The department's FAQ says certificates "normally" take 3 to 15 days. Apply at the Civil Registrar-cum-Sub Registrar office of the taluka.
Goa registers deeds on NGDRS Goa (ngdrsgoa.gov.in). Its FAQ says a logged-in citizen can search registered documents and apply for a certified copy. You pay online, then collect the certified copy at the Sub-Registrar office with a ₹50 non-judicial stamp paper. You can also download a non-certified inspection copy for information.
Assam: Non-Encumbrance Certificate on Sewa Setu
Assam is the most fully online state in this list. The Revenue and Disaster Management Department's Application for Non encumbrance Certificate on Sewa Setu (sewasetu.assam.gov.in) works like this:
- Register as a first-time user, then log in.
- Choose the service, fill the form and upload documents.
- Pay at submission and receive an acknowledgment with a reference number, plus SMS and email.
- Fix any discrepancy the office flags, or submit a fresh application.
- Download the certificate from the ARTPS portal after approval.
Documents: up-to-date original land document (patta) and up-to-date khajna receipt. Fees: ₹20 per year search fee, ₹20 RTPS fee, ₹10 convenience fee. A PFC or CSC centre adds ₹30 service and ₹10 per printed page. Time limit: 15 days.
Sewa Setu lists a separate NEC service for BTAD (Bodoland Territorial Area Districts). Use that page if your land is there.
Jharkhand: no public EC link found
Jharkhand's registration portal JharNibandhan (jharnibandhan.gov.in) runs on NGDRS. On 28 Oct 2026 its home page showed a Fee Calculator and a Prohibited Property Search. We found no public encumbrance or non-encumbrance service link. Apply at the Sub-Registrar office where the deed was registered, and check the portal after login. Run the Prohibited Property Search for the plot too. See how to check the prohibited property list.
Chhattisgarh: no public EC link found
The old e-Panjeeyan address (epanjeeyan.cg.gov.in) now opens NGDRS Chhattisgarh. Its home page lists a fee calculator, grievance tracking, appointments and user manuals. We found no public EC link there on 28 Oct 2026. Apply at the Sub-Registrar office and ask for a search of the registered documents for your survey number and period.
Uttarakhand: login-based EC and e-Search
The Stamps and Registration Department site (registration.uk.gov.in) lists e-Search (Search for Registered Document), which opens a login at online.eregistrationukgov.in. The department's own EC flow guide, hosted on portal.eregistrationukgov.in, describes an online EC application:
- Open the Encumbrance Certificate tab and log in, or register as a new user.
- Fill the Online EC form. The guide says you can also search by party name.
- Pay the application fee from the pending payment tab through SBI e-payment.
- View the application and e-challan by its EC ID.
- The Sub-Registrar verifies the application and uploads the final EC report to your dashboard.
The current home page did not show the EC tab when we checked. Use the e-Search login, or ask the Sub-Registrar office. We did not find an official fee figure.
Himachal Pradesh: apply at the Sub-Registrar
We found no state online EC portal for Himachal Pradesh on 28 Oct 2026. The state launched a "My Deed" NGDRS pilot on 11 July 2025 in ten tehsils: Bilaspur Sadar, Dalhousie, Galore, Jaisinghpur, Bhuntar, Padhar, Kumarsain, Rajgarh, Kandaghat and Bangana. My Deed covers online deed registration, not an EC. Apply at the Sub-Registrar office for the tehsil where the deed was registered. Check the land record (jamabandi) separately. See our revenue records guide.
Jammu and Kashmir: listed for online delivery, not live publicly
The J&K Revenue Department's Circular No. 02-Rev. of 2022, dated 15.03.2022, lists Encumbrance Certificate under the Jammu and Kashmir Land Revenue Act, 1996 as a Phase-II service, to be delivered "in online mode only" through the J&K Single Window (singlewindow.jk.gov.in). On 28 Oct 2026 we found no live public EC link on the single window home page or on NGDRS J&K (ngdrs.jk.gov.in), which handles deed registration. The service may sit behind a login. The circular gives a helpline: 0191-2456100. Ask the tehsil or Sub-Registrar office for the current route.
Red flags in states without an online EC
- An EC from an agent with no office seal or receipt. Get it from the Sub-Registrar yourself.
- Only an affidavit-based certificate. Delhi's Non-Encumbrance certificate rests on affidavits. Run the NGDRS deed e-Search too.
- A search that stops at a portal cut-off. Bihar's Bhumijankari stops at 15 December 2024. Delhi splits at January 2024.
- Land on a prohibited list. Check JharNibandhan's Prohibited Property Search and the state's government-land lists.
- Bank mortgages by deposit of title deeds. These may not be in the register at all. See how to check a property for a mortgage or lien.
