Land Records Jharkhand: Jharbhoomi Khata, Register-II and Bhu Naksha (2026)

Last verified 28 Oct 2026 against Jharbhoomi (jharbhoomi.jharkhand.gov.in), BhuNaksha Jharkhand (jharbhunaksha.jharkhand.gov.in), the Jharbhulagan portal, the Jharkhand Revenue Court Monitoring System (erevenuecourt.jharkhand.gov.in), JharNibandhan, the Jharkhand High Court judgment in W.P.(C) No. 5821 of 2013 (2026:JHHC:25610), and the text of the Santhal Parganas Tenancy (Supplementary Provisions) Act, 1949 published by LBSNAA.

Land records Jharkhand are online on Jharbhoomi (jharbhoomi.jharkhand.gov.in), the portal of the Department of Revenue, Registration and Land Reforms, Government of Jharkhand. Click अपना खाता देखें (View Your Khata). Choose the district on the map, then the anchal (circle), halka, kism zameen (land type) and mauza (village). Search by khata number, khatadhari (holder) name or khesra (plot) number. For the land map, open BhuNaksha Jharkhand at jharbhunaksha.jharkhand.gov.in.

In Jharkhand, the record is only half the check. Depending on where the land is, the Chotanagpur Tenancy (CNT) Act or the Santhal Parganas Tenancy (SPT) Act can limit who may buy it. More on that below.

Khatiyan, khata and Register-II: what each one is

People search "khasra khatauni Jharkhand". Khatauni is the Uttar Pradesh word. Jharkhand records use different names:

  • Khatiyan is the record of rights prepared in a survey. It records each holding (khata), its plots (khesra) and the recorded raiyat.
  • Register-II (पंजी-II) is the circle office's register of the current holding and its rent. Jharbhulagan shows Register-II next to rent dues and past payments.
  • Khata is the holding number. Khesra is the plot number inside it.

A buyer needs both. The khatiyan shows how the land was recorded at the survey, including any limit on transfer. Register-II shows who holds it now.

How do I check land records online in Jharkhand? Step by step

Apna Khata (view your khata)

  1. Open jharbhoomi.jharkhand.gov.in and click अपना खाता देखें.
  2. Click your district on the state map. Then click your anchal on the district map.
  3. Choose the halka, kism zameen and mauza. The portal says you must pick all three to search. You can filter the mauza list by its first letter.
  4. Pick one search option: all khatas in the mauza by name, all khatas by khesra number, by khata number, or by khatadhari name.
  5. Open the result.

Khatiyan or Register-II by khata number

  1. On Jharbhoomi, click खाता एवं रजिस्टर-II देखें.
  2. Choose खतियान (Khatiyan) or रजिस्टर 2 (Register-II).
  3. Choose the district, anchal, halka and mauza.
  4. Enter the khata number, choose the kism zameen, enter the security code and search.

Register-II for one plot

Click पंजी-II - खेसरा वार विवरण. Enter the district, anchal, halka, mauza, khata number and khesra number, then the security code. Use this when the seller is selling one plot out of a larger khata.

Jharbhoomi lists all 24 districts, from Bokaro to West Singhbhum.

Bhu Naksha Jharkhand: how to view the village map online

  1. Open jharbhunaksha.jharkhand.gov.in. It is also linked as भू-नक्शा on Jharbhoomi.
  2. Choose District, Circle, Halka and Mauza.
  3. Enter the plot number, or click the plot on the map.
  4. Read Plot Info for the selected plot.

On 28 Oct 2026 the map opened without a login. For how map portals work in other states, see our Bhu Naksha state-wise guide.

Is there an official Bhu Naksha Jharkhand app? We found no app link on Jharbhoomi or BhuNaksha Jharkhand on 28 Oct 2026. Use the website in your phone browser. Some apps on app stores state that they are not government apps. Do not rely on them for a purchase.

Online lagan in Jharkhand

Land rent is paid on jharbhulagan.jharkhand.gov.in. The home page has five services:

  • रजिस्टर-II देखें (view Register-II),
  • बकाया देखें (view dues),
  • पिछली भुगतान देखें (view past payments),
  • ऑनलाइन भुगतान करें (pay online),
  • भुगतान की स्थिति देखें (check payment status).

Before you buy, ask the seller to show the dues and the past payments for the exact khata. Unpaid rent is a cost you may take on.

Mutation and land demarcation online

Jharbhoomi's ऑनलाइन आवेदन (Online Application) needs a login with email, password and security code. New users register first. The page has user manuals for Online Mutation (with a video), Land Demarcation (जमीन मापी), DCLR Appeal and court case order upload.

A notice on the home page says mutation and demarcation applications now accept khata and khesra numbers that contain a single slash (a sub-divided number). Track any application under आवेदन स्थिति.

After you buy, apply for mutation so Register-II shows your name. See our property mutation guide.

The Jharkhand-specific check: CNT and SPT Acts

This is the check that most often decides whether a Jharkhand land deal is safe.

Chota Nagpur Tenancy Act, 1908, Section 46

The Jharkhand High Court decided Kayum Ansari v. State of Jharkhand (W.P.(C) No. 5821 of 2013, 2026:JHHC:25610) on 25 August 2026. The plot was recorded in the last survey in the names of Bediya raiyats. The court held that Bedia is a Scheduled Tribe and that the land was Adivasi land. The petitioners relied on a registered sale deed of 1970. Another buyer had bought from the raiyat's son in 2003 with the Deputy Commissioner's permission, and the land was mutated in her name.

The judgment quotes Section 46(3): no transfer in breach of Section 46(1) "shall be registered or shall be in any way recognised as valid by any Court". The court added that a collusive transaction, "even registered deed", "cannot be said to be a valid transaction". It dismissed the writ petition.

The judgment also quotes the Section 46(1) proviso. An occupancy raiyat who is a Scheduled Tribe member may sell, exchange, gift or will land only with the previous sanction of the Deputy Commissioner. The buyer must be another Scheduled Tribe member who lives within the same police-station area. Separate rules apply to Scheduled Caste and Backward Class raiyats.

What it means for a buyer: a registered sale deed does not cure a transfer that breaks Section 46. If the khatiyan records the raiyat as a Scheduled Tribe, Scheduled Caste or Backward Class member, check whether the transfer needs the Deputy Commissioner's sanction. Get a copy of that order.

Santhal Parganas Tenancy (Supplementary Provisions) Act, 1949, Section 20

The Act applies to the Santhal Parganas Division. Section 20 of the Act says:

  • Section 20(1): no transfer of a raiyat's right in a holding, by sale, gift, mortgage, will, lease or any other contract, is valid unless the right to transfer is recorded in the record-of-rights. It is valid only to the extent recorded.
  • Section 20(2): an aboriginal raiyat's transferable right can pass only to a bona fide cultivating aboriginal raiyat of the same pargana, taluk or tappa, with narrow exceptions.
  • Section 20(3): a transfer that breaks Section 20(1) or 20(2) shall not be registered and is not recognised as valid by any court.
  • Section 20(5): the Deputy Commissioner can evict the transferee and restore the land where a Scheduled Tribe raiyat's land was transferred in breach, or by fraud.

A Judicial Academy Jharkhand paper on the Act warns that deals resting on unregistered papers such as a kurfanama stay open to eviction, even after decades.

What it means for a buyer: in the Santhal Parganas Division, read the transfer column of the khatiyan before anything else.

These Acts have exceptions and amendments that we do not cover here. Get a lawyer's opinion on any plot where the khatiyan shows a Scheduled Tribe, Scheduled Caste or Backward Class raiyat, or a transfer limit.

Encumbrance certificate. On 28 Oct 2026 we found no public online EC service on JharNibandhan. Apply at the Sub-Registrar office where the deed was registered. See our EC guide for Jharkhand and other states. Also read how to check the prohibited property list.

For the general steps, use our property due diligence checklist. For pending cases, see lis pendens and pending lawsuits.

Common problems with Jharkhand land records online

  • No result for the khata. Check that the halka, kism zameen and mauza are all selected. The portal needs all three.
  • The khesra number has a slash. Mutation and demarcation forms now accept a single slash. Enter it as written in the record.
  • The old khatiyan is hard to read. Jharbhoomi links a Kaithi script textbook (PDF) to help you read old records.
  • The map and Register-II show different plots. Ask the circle office before you pay. Apply for demarcation if the boundary is in doubt.
  • A third-party app shows different data. Trust only the official portals.

Can I buy tribal land in Jharkhand?

It depends on the Act that applies and on who the buyer is. Under the CNT Act, a Scheduled Tribe raiyat may transfer only to another Scheduled Tribe member of the same police-station area, with the Deputy Commissioner's previous sanction. The Jharkhand High Court held in August 2026 that a deed that breaks Section 46(1) is not valid, even when registered. Under the SPT Act, a transfer is not valid unless the record-of-rights records a right to transfer. Get a lawyer's opinion first.

Is there an online encumbrance certificate in Jharkhand?

We found no public online EC service on JharNibandhan on 28 Oct 2026. Apply at the Sub-Registrar office. Check the Prohibited Property Search on JharNibandhan as well.
